84.025: Services for Children with Deaf-Blindness


Objectives: To provide technical assistance, to State education agencies, local education agencies, designated lead agencies, and others that are involved in the early intervention or education of children with deaf-blindness.

84.025 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Public or private nonprofit agencies, organizations, or institutions may apply.

Beneficiary Eligibility: Infants, toddlers, children, and youth with deaf-blindness benefit.

Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments.

84.025 APPLICATION & AWARD PROCESS:

Preapplication Coordination: This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure: The standard application forms as furnished by the Federal agency and required by OMB Circular No. A-102 must be used for this program.

Award Procedure: Applications will be read by a field reader panel; notification of awards will be made through the contracts or grants office.

Deadlines: Contact headquarters office for application deadlines.

Range of Approval/Disapproval Time: About three to four months.

Appeals: Not applicable.

Renewals: Funding is on a one year basis for a project period of up to three years in most cases. Renewals are subject to the availability of funds.

Criteria for Selecting Proposals: Applications will be evaluated on the basis of the criteria and weighing factors cited in the RFP or Program regulations. Applications will be reviewed for completeness and conformity to the requirements the RFP or Program regulations. A panel of qualified evaluators will review and rank the applications.

Examples of Funded Projects: Training and technical assistance are provided to State education agencies to improve services to deaf- blind children and youth.

Range & Average of Financial Assistance: $28,000 to $979,000; $200,000.

84.025 RELATED PROGRAMS:

84.025 PROGRAM ACCOMPLISHMENTS: The program provides technical assistance to teachers, professionals, and other staff working with children and youth who are deaf-blind. Projects reported nearly 8,000 children and youth being served. In fiscal year 1995, about 50 new and 10 continuation awards are planned.

84.025 ASSISTANCE CONSIDERATIONS:

Formula & Matching Requirements: None.

Length & Time Phasing of Assistance: About 12 month periods.

Uses & Use Restrictions: Awards support activities designed to ensure that States have the necessary capacity to serve children who are deaf-blind and to provide services to children who are deaf-blind and for whom the State is not obligated to make available a free appropriate public education.

84.025 POST ASSISTANCE REQUIREMENTS:

Reports: Progress reports shall be made on a annual basis. Final reports shall be submitted at the end of the project period.

Audits: In accordance with the provision of OMB Circular No. A- 128, "Audits of State and Local Governments," State and local governments that receive financial assistance of $100,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $100,000 within the State's fiscal year shall have an audit made in accordance with Circular No. A-128, or in accordance with Federal laws and regulations governing the programs in which they participate.

Records: As stated in grant or contract terms and conditions, the awardee shall maintain accounts, records, and other evidence pertaining to all costs incurred, revenues or other applicable credits acquired under this grant.
